Altum is a state-owned development finance institution in Latvia that provides financial support to businesses, farms, and individuals through various instruments, including loans, credit guarantees, and investments in venture capital funds. It aims to compensate for market shortcomings where private financing is not sufficiently available, thereby fostering national economic development. Altum's shareholders are the Latvian Ministry of Finance (40%), Ministry of Economics (30%), and Ministry of Agriculture (30%). The institution also acts as a Limited Partner (LP) by investing in other venture capital funds, including the Baltic Innovation Fund.
